SUMMARY

The Public Safety Officer/ Police Dispatcher is responsible for assisting College Police Officers provide safety and security for all persons and property at the College as well as the protection of campus assets, staff, faculty, students, and visitors is accountable to the Director of Public Safety. The Public Safety Officer/ Police Dispatcher is responsible for answering the DPS dispatch phone, emergency phones as well as multiple radios and will dispatch Police Officers and DPS Officers on calls for service. This position will utilize the emergency public address system as well as the text message notification system. The DPS Police Dispatcher will monitor panic, burglar and fire alarms, CCTV video equipment and maintains logs and information to prepare reports as required. Other duties include assisting with copy center requests, perform customer service with all walk-in customers (students, vendors, instructors, parents), dispatches Maintenance, Grounds and Housekeeping staff on urgent requests. Provides support wherever needed to all Police Officers and DPS/Police Supervisors. Uses the ITI (Information Technologies, Inc.) records management system and CAD (Computer Aided Dispatching) system to maintain records and to enter calls for service. Under the direction of the College Police Officer the PSO/Police Dispatcher will provide security services and respond to calls that do not require a law enforcement officer.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.

Answers all DPS telephones, determines urgency of calls, transfers or handles as needed. Frequently answers basic questions or gives directions to the general public.

Assists all walk in visitors, students, faculty and staff. Directs the person needing assistance to the correct person or makes the proper notifications. Uses phone voicemail system to retrieve messages, prioritizes messages, immediately dispatches assistance as needed or makes the proper notification to police and public safety personal as well as Maintenance, Grounds, and Housekeeping employees on urgent matters.

Monitors all alarms on campus including but not limited to: fire, burglary, panic, 911, etc.

Maintains confidentiality in regard to occurrences in the DPS police office.

Obtains vehicle registration information, driver's license information and record checks from the Highway Patrol as directed by the Police Officers. Must be able to operate the ITI records management system and the MULES Missouri Uniform Law Enforcement System.

Handles requests for SCC identification cards and parking permits for faculty, staff, and students.

Manages paper and supply inventory for department copiers and printers. Supply inventory includes such items as toner, spirals, glue, etc. Also order other office supplies as needed.

Creates memos, spreadsheets, and correspondence using MS Word, Excel, and Outlook as needed.

Provides clerical support for the Department of Public Safety including but not limited to process invoices for payment, perform data entry of various reports, and coordinate large copy/mail demands.

Maintains parking violation and moving violation records and offense reports in the ITI records management system.

Enters parking fines for parking violations and update entries in Datatel.

Receives, logs, stores and retrieves lost and found items. Make notification to the owner of the property when owner information is available.

Maintains detailed dispatch logs, key control logs and building usage logs and enter the information into the CAD or ITI records system as required.

Operates e2Campus emergency text message system, InformaCast emergency campus wide public address systems, operates and monitors Panasonic DVR and NVR video recording systems.

Issues campus keys to facilities employees each shift and vendors as needed. Issues campus keys to new employees.

Operates a two-way radio system and monitor radio frequencies of other public safety agencies such as EMS, fire and police departments of surrounding areas as needed.

Possess the ability to multi-task by operating the phones and radios simultaneously and prioritize the importance of the calls received.

Uses facsimile machine, copy machine, scanners and other office equipment as needed.

Keeps up to date crime records and crime logs and assists the Clery Compliance Officer as needed. Attend and complete training related to dispatching police, security and EMS staff.

Performs all duties and tasks as assigned by the Director of Public Safety/Chief of Police or his/her designate.

Provides security services to the College community.

Responds to calls for first aid and operate an AED as needed.

Enforces laws and Board policies of the College.

Monitors buildings, parking lots, and all campus grounds.

Provides safe escorts for students, faculty, and staff to their vehicles.

Provides jump-starts and assist with vehicle lockouts.

Directs traffic and maintain crowd control.

Locks and unlocks buildings.

Provides assistance and directions to students, faculty, staff, and visitors as requested.

Maintains logs and information to prepare reports as required and work closely with the local police.

Completes all required training and education to maintain a St. Charles County Security Officer's License.

Writes incident reports and be proficient in the use of the DPS records system.

Maintains DPS equipment and vehicles as directed.

Other duties assigned by the Director of Public Safety as needed.

A uniform is required.

SUPERVISORY RESPONSIBILITIES

Is responsible to oversee requests for service and coordinate with employees when making assignment to ensure that the assignment has been completed. Responsible for training new employees.

QUALIFICATIONS

EDUCATION and/or EXPERIENCE

High school diploma or general education degree (GED). Prefer prior dispatching or security/law enforcement agency experience.

LANGUAGE SKILLS

Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. Ability to write routine reports and correspondence. Ability to communicate effectively before groups of customers or employees of organization.

MATHEMATICAL SKILLS

Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent and to draw and interpret bar graphs.

REASONING ABILITY

Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

CERTIFICATES, LICENSES, REGISTRATIONS

Successfully complete security officer and police dispatcher training as assigned by the Director of Public Safety/Chief of Police and the Public Safety Supervisors.
