St. Charles Community College is seeking a Full-time Program Specialist for the Community Education Department with a focus on Continuing Education and Workforce Development. The primary focus of this position will be the planning, development, coordination, training, implementation, and revisions to existing programs as well as new programs to remain current with student, community, and corporate interests. This role includes coordination with external partners, adult students, scheduling, staffing, budget development and cost reconciliation, as well as customer service. Some programs may include overnight and out of town travel including some outdoor activities.

POSITION SUMMARY - The Program Specialist is responsible for assisting with the departmental goals, special projects, and advancement activities to achieve college goals. Demonstrates advanced experience of technical knowledge related to specific continuing education programming, workforce development and technical programming, and college processes.


ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.

  • Provides a full range of moderate to complex administrative duties and coordination in a variety of functions to an individual, team, department, or organization. With primary focus on Continuing Education and Workforce Development.
  • Responsible for the planning, development, coordination, training, implementation, and revisions to existing programs as well as new programs to remain current with student, community, and corporate interests. Programs will include credit, noncredit, campus-based, business-based, and community-based programs.
  • Program development and coordination includes procuring special materials, supplies, and instructors to teach specific content. Coordination of these elements is from the beginning of the process to the completion of the program.
  • Prepare and modify documents including training agreements, correspondence, reports, drafts, memos, and emails on behalf of department or as directed by director; handles routine requests for information and data.
  • Responsible for assisting the department in developing information required to support such activities as planning, budgeting, marketing, community outreach, program evaluation, student recruitment/retention, enrollment data or other pertinent data.
  • Assists with the data collection, verification, aggregation, and analysis for internal and external reporting.
  • Supervises program and operational daily activities, including personnel of part-time instructors and staff. Responsible for employee training, work scheduling, time and attendance, and evaluation of performance.
  • Prepares and submits reports and budgets to determine allocation of funds as it pertains to development, implementation and sustainability of programs, projects and initiatives. Prepares budget requests and processes all stages of credit card reconciliation.
  • Prepares reports and monitors progress of training programs. Responsible for improving current programming as well as developing new programs to meet the needs of the current and future participants.
  • Schedules and/or assists in the scheduling of classrooms and public spaces, supporting on- and off-site programming. Monitors classroom set-ups and equipment to ensure requirements for delivery of program and/or service are met. Schedules all personnel involved in programming and confirms the responsibilities included. Works cooperatively with private partners to deliver planned programming. Works collaboratively with workforce partners to create needs-based programming and deliver services.
  • Oversees student disciplinary matters, student health matters related to allergies, special accommodations and serves as the spokesperson for effective communication with students, corporate managers, and parent(s) or legal guardians as necessary.
  • Supervises the day-to-day activities of the program and all staff involved with the program.

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES

  • Proven knowledge and experience in workforce development, technical programs, or academic community programming providing specialized support to an organization and/or department.
  • Understands the organizational structure and services provided by different departments to better serve the college and students.
  • Ability to understand and comply with program services, policies, procedures, laws, and regulations of the organization.
  • Ability to respond to problems, issues and situations that require the use and knowledge of existing processes, using sound judgment, attention to detail, adaptability, and flexibility.
  • Ability to identify and utilize resources effectively and efficiently.
  • Must have excellent time management skills and the ability to multitask/prioritize work in order to support organizational needs, meet deadlines and timeframes.
  • Ability to build solid professional relationships across multiple levels of the organization and liaise with other departments, employees, and external business entities from diverse environments.
  • Demonstrates advanced proficiency in personal computer applications, which typically include Microsoft Outlook, Word, Excel, and Power Point. Ability to learn additional software applications for registrations and scheduling.
  • Demonstrates discretion and judgment in decisions concerning the sharing of privileged/confidential information.

MINIMUM QUALIFICATIONS AND EXPERIENCE

  • Bachelor's degree or equivalent from a university, college, or technical school; or an Associate's degree with 2-3 years of related experience and/or training; or equivalent combination of education and experience.
  • 1-2 years of experience in workforce development or continuing education programs that meet traditional and non-traditional workforce and educational training needs.
  • Proficient knowledge of Microsoft Office products and possession of strong data analysis skills.
  • Strong communication and organizational skills are needed.
  • Employee should possess the ability to work with a diverse group of people from all socio-economic levels and backgrounds. Being multi-lingual is a plus.
  • Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form. Ability to have quick solutions to the unexpected and to be able to carry out those solutions.

PREFERRED QUALIFICATIONS

  • Prior supervisory experience is preferred.
  • Basic Life Saving along with CPR and First Aid credentials. These classes can be provided if necessary.

PHYSICAL ABILITIES

  • Requires regular and predictable attendance.
  • Normal physical job functions performed in a standard office environment.
  • Position may require occasionally lifting and/or moving up to 50 lbs.
  • Willingness to be in different weather conditions.
  • The noise level of the work is moderate to loud depending on specific programs and office locations.
  • Funding/ Program Partner may require proof of vaccination to include the booster.
  • Will be subject to a criminal background check and may require fingerprint participation.

REPORTING RELATIONSHIP

  • Reports to Director or Associate Dean but may vary depending on organizational need.
